American Eagle Outfitters Names Chad Kessler as Chief Merchandising and Design Officer for American Eagle Outfitters Brand.

(NYSE: AEO) today announced that Chad Kessler has been appointed EVP, Chief Merchandising and Design Officer for the American Eagle Outfitters brand, reporting to CEO, Robert Hanson. Chad begins in his new role on February 3, 2014, succeeding Fred Grover, who will stay with the company to ensure a smooth transition through mid-year, at which point he will retire from AEO.

Larson Electronics Divulges Details of New Pneumatic Light Tower.

KEMP, Texas--(BUSINESS WIRE)--Larson Electronics has created a new fully customizable trailer mounted pneumatic light tower ideal for mobile lighting needs.

The PLM-30-TLR Trailer Mounted Pneumatic Light Tower from Larson Electronics is a 30 foot extendable pneumatic light tower that can be equipped with high output LED, HID, Halogen, or Metal Halide light fixtures.

Magnalight's PLM-30-TLR trailer mounted telescoping light tower allows operators to quickly and safely deploy illumination in locations where elevated illumination is needed for maximum area coverage. This five section aluminum pneumatic light boom can be extended to 30 feet for maximum area coverage and collapsed to 8.25 feet and folded over for transport or when not in use. The mast is elevated from the fold down position using an included 1,000 lb hand winch with 3/16 inch aircraft cable, and extended to its full height using the equipped 240V AC air compressor.

This light mast is mounted to a 25 foot, single axle steel trailer with removable tongue for longer deployments and theft deterrent. Constructed of 2 inch by 3 inch square tubing, this trailer can be mounted on any 2 inch ball type receiver hitch. This trailer is equipped with a 4-pin flat plug for the tail lights, and four corner leveling stabilizer jacks. This light mast trailer also features a receiving bracket to secure the folded light mast during transit.

This light tower can withstand winds up to 125 mph when lowered to 10 feet. Larson Electronics can equip the mast with 1000W or 1500W Metal Halide lights or a wide variety of high powered LED lights with comparable power. The trailer includes a choice of either the manual 1,000 lbs hand winches, included standard, or optional electric winches. Either 120VAC or 12/24VDC compressors are both available during the customization process.

Attorney General Conway Appeals Approval of Kentucky Power's Acquisition of West Virginia Coal Plant to Replace Kentucky's Big Sandy Facility.

Attorney General Conway has announced that he has appealed the October 7, 2013 decision of the Kentucky Public Service Commission allowing Kentucky Power Company to purchase a 50 percent interest in a West Virginia coal plant instead of retrofitting the Big Sandy facility in Louisa, Kentucky. The appeal to the Franklin Circuit Court seeks to vacate and set aside the Commission's findings on multiple legal grounds.

"The recent ruling by the Kentucky Public Service Commission approving this transaction will place more than a half a billion dollars into Kentucky Power's rate base and will ultimately raise consumers' electric rates by more than 20 percent," General Conway said. "It will also transfer energy production to a neighboring state and leave Kentucky consumers paying the bill. That's just not right."

On October 7, 2013, the Kentucky Public Service Commission approved Kentucky Power's proposal to purchase from its unregulated affiliate, Ohio Power Co., a 50 percent interest in the Mitchell Generating Station, located in Moundsville, West Virginia, at an estimated cost of $536 million and accepted the terms of a partial settlement and stipulation to which the Attorney General did not join.

In its findings, the PSC accepted Kentucky Power's assertion that the Mitchell Plant acquisition was less costly than retrofitting Kentucky Power's Big Sandy coal-fired unit with environmental controls. The Commission declined to follow its administrative counterpart – the Virginia State Corporation Commission – that declined to approve a related transaction by Appalachian Power Company because the company failed to demonstrate reasonable market alternatives to support its claim that a 50 percent interest in Mitchell was the least-cost option for consumers.

In his appeal to the Franklin Circuit Court today, General Conway asserts that the findings of the Commission were unreasonable and unlawful because they relied on evidence presented by Kentucky Power and its corporate parent company that could not be independently verified.

"The analysis used by Kentucky Power and accepted without independent verification by the Commission is simply an apples to oranges comparison and is not a reliable basis for the Commission's decision," says General Conway. "The Commission should seek additional, independent information, if it is going to raise electric rates for consumers and eliminate Kentucky jobs."

In addition, General Conway asserts that the Commission failed to consider the economic feasibility of Kentucky Power's plan and neglected the public policy interests of Kentucky, as expressed by the General Assembly. In the complaint filed with the Franklin Circuit Court, General Conway points out that the General Assembly and Kentucky courts have held that the use of Kentucky coal and the continuation of jobs and other economic benefits constitute a legitimate government interest.

The Attorney General's Office of Rate Intervention serves as a watchdog for consumers in matters relating to utility rates. Under Kentucky law (KRS 367.150(8)), the office is responsible for representing the interests of Kentucky consumers before state and federal rate making agencies, concentrating on utility cases (electric, water, telecommunications, and natural gas) before the Kentucky Public Service Commission.

Governor McDonnell Applauds Latest Study on Virginia Offshore Energy Potential.

Report: Oil and Gas Production Could Create 25,000 New Jobs; Generate $1.9 Billion in State Revenue

RICHMOND - A new study released today finds that offshore production of oil and natural gas could mean 25,000 new jobs in the Commonwealth and $1.9 billion in new revenue for Virginia’s state government. The study, “The Economic Benefits of Increasing U.S. Access to Offshore Oil and Natural Gas Resources in the Atlantic” was jointly produced by The American Petroleum Institute (API) and the National Ocean Industries Association (NOIA). The report further indicates that Virginia will benefit significantly from the development of the outer continental shelf (OCS) with as much as $400 million a year in marine activity at the Port alone by 2035, and over $14 billion in industrial spending in the state from 2017 to 2035. Annual contributions to Virginia’s economy could reach $2.2 billion by 2035.

Speaking about the report, Governor McDonnell remarked, “Throughout our Administration we have been strong supporters of a truly ‘all-of-the-above’ energy strategy incorporating all of our domestic resources, from wind to solar to coal to nuclear to oil to natural gas. There is strong bipartisan support for offshore development in Virginia.  The Federal government awarded Virginia with an OCS oil and gas lease sale in March of 2010 but later cancelled the sale and refused to include Virginia in the current 5-year OCS plan.  The next plan is scheduled for 2017-2022.

“Virginia strongly objected to the cancellation of our lease sale and, later, the Interior Department’s refusal to include us in the current plan,” said Doug Domenech, Virginia Secretary of Natural Resources.  “We are encouraging Interior to begin the planning process for the next 5-year plan immediately and to include a sale off Virginia in the next plan.”

Although Fieldbus has a large base of new connected nodes in China, the usage of Fieldbus is not as common as in developed countries such as Germany or the United States. This is mainly because Chinese customers are encountering networking technology much later than those developing countries.
 
However, the growing speed of Ethernet is quite considerable in China and we think it is a great opportunity for Chinese customers to upgrade their automation system under current market condition. Customers will just jump from old Fieldbus Technologies direct to Ethernet now and actually many of them are doing right now.  The Chinese market is currently engaged in extensive upgrading and new infrastructure construction, and that will require a great deal of Ethernet applications.
 
In China, international brands are quite influential. This is also true for industrial networking protocols because most of them having their supporting companies. For example, the most popular Fieldbus protocols in China are PROFIBUS and CC-Link, which are developed and promoted by Siemens and Mitsubishi separately, which command large market share in China.
 
On the other hand, some open protocols also have a large number of nodes connected, and the most representative ones are CANOpen, Modbus and HART. However, all three protocols don’t deliver strong functionality, and they are more likely to be used in low-end applications for easy connections.
 
With the upgrading of old facilities and the construction of new plants in China, customers also are being compelled to upgrade their systems using Ethernet. However, this move will not only be implemented by the customers, but also by the industrial automation vendors as well.
 
Most protocols have Ethernet variants. Because of this, many Fieldbus users will turn to the Ethernet of the application, for example, PROFIBUS to PROFINET, CC-Link to CC-Link IE. And the new automation products will also support those new Ethernet connections.

Lease Proposes to Demonstrate Two 6 Megawatt Wind Turbine Generators in the Atlantic Ocean 24 miles off Hampton Roads; Dominion Virginia Power will Lead Project

RICHMOND - Governor Bob McDonnell issued the following statement following news that the U.S. Bureau of Ocean Energy Management (BOEM) has made a Determination of No Competitive Interest (DNCI) that will allow the federal bureau to offer Virginia a first of its kind offshore wind research lease. The lease area located about 24 nautical miles off of the Hampton Roads coastline on the Outer Continental Shelf will host a demonstration of two utility-scale wind turbine generators. This news follows Virginia’s selection as the location of only the second commercial offshore wind lease auction and sale. Speaking about today’s new offshore wind research lease, Governor McDonnell remarked, “I applaud the Department of the Interior and BOEM Director Tommy P. Beaudreau and his team at BOEM for taking another important step to advance this vital research and demonstration initiative. Today’s development follows the BOEM September lease auction for commercial scale wind energy development in the much larger wind energy area in federal waters adjacent to the research lease and keeps Virginia at the forefront of an all-of-the-above energy development strategy. Dominion Virginia Power, the state’s largest utility, won the commercial lease auction and also leads the turbine demonstration project, which is funded by the U.S. Department of Energy. 

“Virginia’s port and maritime assets and the gradual slope of the Outer Continental Shelf and consistent offshore wind speeds make this a natural geographic location to demonstrate the feasibility and eventually to develop offshore wind resources at a commercial scale. We have a robust commercial ship building industry and other assets that make Hampton Roads and the Commonwealth an attractive candidate to become the center of construction and logistical support to develop the Mid-Atlantic’s coastal energy resources.

“Virginia did not get to this position of leadership and great potential by accident. I would also like to acknowledge years of ground laying and ongoing work by many stakeholders.  BOEM, the Virginia Offshore Wind Development Authority, the Virginia Coastal Energy Research Consortium, Dominion Virginia Power, the maritime industry, U.S. Coast Guard, U.S. Army Corps of Engineers, Department of Defense, Virginia’s Department of Mines, Minerals and Energy and many others have worked together to define the appropriate locations for research and commercial scale offshore wind development.  Key to the identification of these locations has been the protection of sensitive ecological habitat and avoiding or minimizing conflicts with existing uses of the ocean space offshore Virginia, such as military training areas, marine vessel traffic, a dredge disposal site, and areas of concern specified by the National Aeronautics and Space Administration Goddard Space Flight Center's Wallops Flight Facility.

“The experience gained under the research lease will help to lower costs and reduce any possible risks from future large scale commercial development. Leveraging other funds, lowering costs and risks and accelerating the sensible and responsible development of our offshore wind energy resource have been the motivations behind all investments of state funds for offshore wind during our administration, including a recently concluded regional ocean geological survey and additional studies and data collection projects now being planned to invest $1 million of FY2014 state funds.”

Dominion Virginia Power and its team is one of seven projects nationally selected by the U.S. Department of Energy in 2012 to receive $4 million each in federal matching funds to undertake initial engineering, design, and permitting for an offshore wind technology demonstration facility. VOWTAP proposes designing, developing, and demonstrating a grid-connected, 12-megawatt offshore wind facility consisting of two 6-megawatt Alstom Haliade turbines mounted on innovative foundations. The project will advance offshore wind technology and gain valuable experience in offshore wind installation and operations, with the goal to reduce the cost and risk of future commercial scale offshore wind projects. In May 2014, DOE will select three projects to receive additional federal funding up to about $47 million in total and proceed with completion of the Front End Engineering and Design. Together these five offices account for around 70% of all global trademark and design applications. The meeting originally started among the United States, Europe, and Japan as the TM3 in 2001. Korea joined in 2011, with China following in 2012 to form the TM5.

* There were 2,686,355 trademark applications to the TM5 offices in 2011, representing 64.3% of the global total. For design applications, of which there were 700,858 applications to the TM5 offices, this rises to 90.4% of the global total.

The 2013 meeting involves around fifty participants, including the President of OHIM, officials from the World Intellectual Property Organization (WIPO), and user group representatives. Participants will fully discuss the future direction of the TM5 and the progress of the nine cooperation projects within the group, including TMView and TMClass for batch searches on trademarks and the acceptable identification of goods and services by the partners, joint research on figurative trademark search, and making identification lists of goods and services accepted in all five offices.

KIPO, as the host in 2013, is coming up with TM5 long-term development initiative along with new project proposal called Common Examination Project. The purpose of the new project is to compare and analyze examination results for the same trademarks in the TM5 offices for a better understanding of the differences in trademark laws, examination standards and practices. The project is consequently expected to help applicants better predict examination results when filing overseas.

KIPO has also designated the first week of December, when the TM5 annual meeting is held, as Korea Trademark and Design Week to attract wide publicity to the importance of trademarks and designs. During the week, events are planned on the international trends and issues in trademark and design with renowned experts from at home and abroad attending.

On 3 December, the Korea Trademark and Design Association (KOTA) and the International Trademark Association (INTA) host the Seoul International Trademark-Design Conference on the theme of “Value of Brand and Design in the Creative Economy.” On December 4, KIPO and WIPO host the KIPO-WIPO International Symposium to celebrate the 10th year of KIPO joining the Madrid Protocol and its prospective accession to the Hague Agreement in 2014.

“We will be committed to reaching an agreement on cooperative measures among the five partners in order to provide practical help to applicants,” said KIPO Commissioner Kim Young-min.
